I lost my phone and I can't use the IMEI number to follow it using my iPhone, but I wondered if I could use it to report the lost phone?

The police can request your mobile company via an arrest warrant or a judicial requirement to follow a stolen unit.The police tracks are not lost iPhones.
Mobile Carrier / Company uses IMEI to identify and follow the iPhone.
You can give the police IMEI if you want.What they go through the hassle to ask your courier to follow, that is another question together.

In theory, mobile carriers can trace any device on their network with the help of the IMEI number, but they will not do this without a decision to notice it and archive it.

The person you spoke with apparently does not understand how my iPhone works.FMIP has nothing to do with the IMEI of the phone.It follows it on the basis of having registered with the device with your iCloud account and switching on this function.If the phone is out or has no data connection, this cannot be traced using my iPhone.

No.Mei is just an identification number.It has no magic tracking properties.There is also no way to use the IMEI number on Find My iPhone.
If the device is offline, it cannot be traced using my iPhone.
Again, the network provider can triangle the last known location via the last towers with which it was connected, but in general it is only done by the maturation of the police through a warranty or judicial requirement.

You do not need the IMEI number to report a lost phone for law enforcement.I have read many incident reports and I don't remember seeing serial numbers.

If the device has no power, you cannot keep track of it.
You can't follow it at a number.Just find my phone.

No. If the iPhone is offline, there is no magical way to follow it.
It must be "online" to report the location for tracking.
Offline means that it cannot report the location.
