The seller has to send the financing application to a number of banks to get you approved, and then they only approve you for a certain car within a certain price range. There isn't really much to negotiate about. And then you go back and forth. You change cars, you juggle between the sales manager and the financial manager.
Everyone has a vested interest in the agreement, and it includes three or four different entities. You have the salesperson who wants the commission, you have the sales manager who has to do the numbers, you have a finance manager who gets a spread on what was done, and then you have a bank who ultimately tries to buy a trade.
