It is not correct that a pound of pure cotton weighs more than a pound of pure gold, because pounds are a measure of weight. But when measuring mass, such as grams, it can appear that way because mass is often confused with weight. On another planet the weight would be different because gravity pulls you down more. However, the mass, a measure of density and inertia, would remain the same.

A pound of cotton is heavier than a pound of gold because the pure cotton is weighed in avoirdupois pounds. It consists of 16 oz. while gold, being a metal, is weighed in troy pounds. That amounts to 12 ounces.

FAO Member: If the question was which is heaviest, an ounce of gold or an ounce of cotton, then strangely enough an ounce of gold is heavier than an ounce of cotton. A Troy ounce is heavier than an Avoir dupois ounce. However, there are only 12 troy ounces in a pound, as opposed to sixteen avoir dupois ounces in a pound. 12 Troy ounces corresponds to approximately 13 avoir dupois ounces.
Therefore
an ounce of gold is heavier than an ounce of cotton
a pound of gold is lighter than a pound of cotton.
