Kang vs. Thanos: Who is the strongest?
Kang is stronger than Thanos, where the Conqueror is much more challenging to defeat than the Infinity Gauntlet-wielding villain.

On the other hand, Ant-Man and the Wasp: Quantumania introduced the Council of Kangs, an army of Conquerors from across the multiverse who are now laser-focused on Earth-616 – the version of Earth where the MCU takes place. Although Kang has appeared in Loki and Quantumania, we have yet to see the true threat level of all variants of the villain. Since Kang knows how to use the multiverse to his advantage, Thanos literally wouldn't see the Conqueror coming.
Kang defeated Thanos in the comics
This isn't canon, but Kang has already defeated Thanos in the comics.
In Avengers Mech Strike #4, the Avengers team up with a time-displaced Thanos to take on Kang. This confrontation does not go well for the Mad Titan, as the confrontation between the two only lasts two pages: Kang speeds up time and ages Thanos until he dies.
Kang has the advantage of combining with a celestial body in this comic, meaning he got a huge power boost as a result. But it also outlines Kang's overall advantage when taking on Thanos in the MCU – his awareness of the multiverse and ability to move between timelines means he has access to powers and abilities that Thanos could only dream of.

Kang is no physically stronger than Thanos, and if the two were to duke it out in a one-on-one fight, the Titan would undoubtedly win. But Kang's knowledge of the multiverse means he would literally be several steps ahead of Thanos at all times. As a result, Kang wins this match.

Kang Is Powerful Enough Without The Infinity Stones
However, the Infinity Stones only grant enough power to affect their universe, but Kang the Conqueror is on a conquest across the entire multiverse. This implies he has more innate power than the Infinity Stones, so collecting them for his mission wouldn't make sense.

Because of his understanding of time travel, the theory states, Kang is fearful that Iron Man could take him down. It is possible that He Who Remains set up the flow of time in a way that Tony Stark died while fighting Thanos, giving Kang the opportunity time to invade.
Superman's powers are just too formidable for Kang to be able to handle. His armor is powerful and would allow him to fight Superman for a bit, but eventually, Superman would overwhelm him. He's faced foes from the future and triumphed before, so this would be no different.

Being a deity, Mephisto has a plethora of powers that range from manipulating space and time to being so strong that no one has actually ever beaten him in the comics. Considering how he seems to hold his powers back, Mephisto is likely someone who is stronger than Thanos.
Even though the 616-universe's variant of Thor might harbor enough power to take on Kang the Conqueror by himself, Hemsworth's comments about potentially retiring the role suggest that Kang would, in fact, overpower the Asgardian.
Although Kang the Conqueror is being set up for a dynamic future in the MCU, it seems as though Loki's He Who Remains was actually more powerful. While Ant-Man and the Wasp: Quantumania is the official debut of Kang the Conqueror, it seems his predecessor, known as He Who Remains, is more powerful in one crucial way.
Even if Doom doesn't appear until after Secret Wars, the dark beauty of Victor von Doom is how versatile of a threat he can be to so many different kinds of heroes despite his initial creation as a Fantastic Four villain. It's quite possible he could outpace both Thanos and Kang in the MCU's future.
While both tyrants have irrevocably challenged, and altered the Marvel Universe in various ways, it is the human nature of Kang the Conqueror that makes him the true enemy of Earth's Mightiest Heroes. Thanos will always be an alien threat – but Kang is humanity's darkest possible fate.
