It is not possible to transfer digital purchases from one Nintendo Account to another. However, downloaded content is not limited to the Nintendo Account used to make the purchase. Anyone using the buyer's primary consolehave access to the digital games or DLC purchased with that Nintendo Account.
Make sure you're signed in to the correct Nintendo Account when purchasing or redeeming a game or DLC.
